Manager, Rail Operations

Job Summary:

Under the limited guidance of the Deputy Director, Rail Transportation, this position performs tactical oversight and evaluation of the Caltrain service including rail operations, on-time performance, ridership reporting, customer satisfaction, and contractor performance. This position is responsible for managing the transportation functions of the commuter rail contract operator. This position is responsible for developing and implementing service and operating plans, monitoring tools, evaluating service and contract operator performance, developing recommendations for service improvement, and overseeing implementation of recommendations.

Examples of Functions and Duties:
  • Analyzes operational and customer service trends, identifies programs for improvement. Develops and oversees the implementation of service changes and changes in crewing and consist turns for the Caltrain commuter rail service.
  • Develops operating and service plans for special events and oversees their implementation. Determines the optimal amount and frequency of service, consist and crewing requirements. Coordinates and interfaces with all internal and external stakeholders in developing and finalizing service and operating plans.
  • Provides immediate (24/7) interface with contract operator to assure the proper handling of service interruptions, major customer service events, emergencies, or other significant operational issues. Oversees the performance of the contract operator with regard to service delivery and customer service. Uses field evaluation, survey efforts, and data collection to accomplish the above tasks.
  • Develops and manages special operational projects. Negotiates terms and conditions with rolling stock operators/owners for temporary use. Develops and implements operations plan to integrate additional rolling stock.
  • Represents Rail Transportation, the District, and the JPB internally and externally. Makes presentations in a variety of forums to governing boards, the public, and others including advocacy groups such as the Caltrain Citizens’ Advisory Committee (CAC), the Caltrain Bicycle Advisory Committee, and the CEMOF (maintenance facility) monitoring committee.
  • Assures compliance with federal, state, and local reporting requirements. Monitors, gathers, and analyzes operating and ridership data. Develops and distributes annual, quarterly, and monthly operations reports, including annual passenger counts, National Transit Database reports, board reports, and other reports as required.
  • Monitors and evaluates train service delivery, operations plans, and public timetables including schedule performance, crew, and equipment utilization.
  • Responds in a courteous, timely, and accurate fashion to information requests related to this data from external an internal stakeholders, agency, and staff.
  • Represents the Deputy Director, Rail Transportation, in his/her absence; provides periodic weekend/holiday/emergency liaison with the contract operator and District department heads regarding train service incidents.
  • Performs other duties as assigned.

Supervision:

Works under the general supervision of the Deputy Director, Rail Transportation, who establishes goals and objectives and evaluates performance. Directs, supervises, and evaluates the performance of an operations Planner.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Business Administration, Transportation Planning, Operations Analysis, or a closely related field plus sufficient full-time experience in a transit operations position, with rail transportation as a preference, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Experience with commuter or freight rail operations and knowledge of FRA regulations a plus. Excellent computer, analytical, presentation, and communications skills required. Must possess a valid California driver license with a safe driving record. Must be able to respond to service and operational emergencies on a 24/7 basis.

Capital Budget Administrator

Job Summary:

Under direction of the Deputy Director, Capital Program Support, the Capital Budget Administrator performs complex and professional level administrative and/or management duties in the areas of budget development, fund management, and financial analyses.

Examples of Functions and Duties:
  • Develop annual capital budgets for the rail and bus agencies in collaboration with project sponsors and managers, and provide daily management and oversight of these budgets.
  • Monitor budgeted revenues and expenditures, and reports on budgeted vs. actuals; track funding in cooperation with the Project Controls and Grants departments to ensure funds are expended timely and accurately.
  • Perform resource planning and fiscal reporting, review budget requests and make recommendations on such requests.
  • Perform professional level financial and fiscal analyses, including but not limited to cash flow analyses for capital project expenditures.
  • Work with Finance Division on recommending improvements and/or changes to financial management systems and overhead rates for managing and controlling capital expenditures to ensure compliance with grant reporting and financial audits.
  • Assist in the preparation and maintenance of the Capital Improvement Programs and related activities.
  • Assist in development of non-traditional revenue streams and project financing opportunities using NPV, cash flow analysis, and other creative financing methodologies.
  • Depending on assignment, may supervise assigned clerical or subordinate professional staff.
  • Perform other duties as assigned.

Work is performed under the general guidance of the Deputy Director, Capital Program Support, who monitors and evaluates performance.

Minimum Qualifications:

Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Planning, Public Policy, Finance, Economics, Accounting, or other related field, plus progressive full-time professional experience performing duties similar to the above, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Experience with PeopleSoft Financial Systems a plus. Proficient with word processing, spreadsheet and database applications is required. Strong written, verbal, organizational and inter-personal skills are desirable. Must possess a valid California driver license with a safe driving record.

Manager, Environmental Planning

Job Summary:

This position plays a critical role in advancing Peninsula Corridor Joint Powers Board, San Mateo County Transportation Authority, and SamTrans capital projects. The capital projects range from less than a million to over several hundreds of millions of dollars. Types of projects range from bike and pedestrian improvements to highway and local road improvements to major rail enhancements, such as the Caltrain Electrification Project.

Examples of Functions and Duties:
  • Manage environmental planning projects and coordinate with project managers to environmentally clear capital projects.
  • Manage effective working relationships with key environmental clearance and permitting offices (SHPO, FTA Regional Office, ACOE, and others).
  • Manage environmental planning public outreach efforts and make presentations.
  • Provide professional advice to senior management on environmental planning matters.
  • Supervise staff assigned to environmental planning.
  • Performs other duties as assigned.

Works under the general supervision of the Director, Planning and Development, who evaluates performance.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Job Summary:

This position is responsible for governmental relations and legislative policy requirements for the San Mateo County Transit District, the Peninsula Corridor Joint Powers Board, and the San Mateo County Transportation Authority programs.

Examples of Functions and Duties:
  • Responsible for the preparation of annual legislative policy programs.
  • Coordinates and advocates agency policy and legislative objectives with both internal staff and external local, regional, state, and federal agencies.
  • Maintains professional relationships with San Mateo County’s legislative delegation in Sacramento and Washington, and serves as a point of contact for inquiries regarding District projects and services.
  • Directs advocacy for federal appropriations and state discretionary funding programs.
  • Advises Executive staff on legislative strategy and helps formulate response to policy proposals and regulatory developments at the state and federal levels.
  • Manages the preparation and monitoring of legislative objectives and general governmental relations in support of plans and projects.
  • Makes regular presentations to Board of Directors on status of legislation affecting the District and its programs.
  • Manages state and federal lobbying efforts, including management and oversight of consultant lobbyists.
  • Supervises professional staff.
  • Performs other duties as assigned.

Supervision:

Works under the direction of the Director, Capital Program Support who evaluates performance.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Planning, Public Policy, or a closely related field plus experience in the area of policy development, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. A Master’s degree in Planning or Public Policy or other related areas is highly desirable.
